Rules

This section presents the competition rules. Please refer to the "Specifications" section for a description of the competition objectives and requirements.


Article 1 - Purpose of the competition


> 1.1 The purpose of this competition is to study and produce a series of garden sheds, to be presented as an integral part of the third International Garden Festival at Reford Gardens. This consultation stage will allow competitors to reflect on the theme of the garden shed, its contemporary vision, its use and its connection with the natural or built landscape.
> 1.2 The overall budget for building each shed is CDN$2,500, including materials and labour. This budget is subject to change, depending on funding. Any notices of changes to the budget will be posted on the competition Website, www.idealhut.ca
> 1.3 A maximum of ten proposed garden shed designs will be selected, built and displayed as part of the third International Garden Festival. Sheds may also be displayed, together or separately, indoors or outdoors, at different exhibition venues in Montréal or elsewhere, depending on the different plans under development.

Article 2 - Prime contractor - Partners


> 2.1 The International Garden Festival is the initiator and main organizer of this competition, as well as the prime contractor for building the ten sheds selected.
> 2.2 The Ministère de la Culture et des Communications, the British Council, the Foreign and Commonwealth Office, the British Tourist Authority, Z.one Architecture, Galerie Monopoli of Montreal and the International Garden Festival will each contribute to the design, organization, exhibition or implementation of the competition and the "THE IDEAL HUT SHOW / La cabane idéale" exhibition.
> 2.3 The event concept is based on an original idea by George Willie and is an initiative of Neil Baxter, commissioner/initiator of "The Ideal Hut Show" exhibition presented in Glasgow in 1999 as part of celebrations to mark the city's recognition as "UK City of Architecture and Design."

Article 3 - Competitors


> 3.1 The competition is anonymous and is open to Canadian professional designers, defined as follows:
A Canadian professional designer is defined as a Canadian citizen or landed immigrant holding a degree in the arts or architecture, design or landscaping. A designer who can show that he is recognized as such by his peers is also eligible to enter the competition as an agent.
The above conditions apply only to agents and sole competitors. An "agent" is a member of a design team set up by him to represent him for purposes of this competition. Accordingly, the competition is also open to foreign competitors associated with a Canadian designer.
> 3.2 Each design team may include one or more designers, with one of them being the agent, as defined in Article 3.1, appointed by the team. A given designer (or agency) may not be part of more than one competing team.
> 3.3 Anyone involved directly or indirectly in the organization or conduct of the consultation stage or in drawing up the program, or members of their families and members of the companies, institutions or companies to which they belong, is not eligible to enter the competition.

 

Article 4 - General organization of the consultation stage


> 4.1 This consultation stage consists of a single phase.
Competitors must submit their proposals in the form and following the procedures and within the deadlines stipulated in Article 5.
Their proposals will be examined in turn by a technical committee and a jury, to meet in Montreal between May 3 and May 6, 2002.


> 4.2 The members of the jury are:

The organizers reserve the right to make changes to the composition of the jury.

> 4.3 The members of the technical committee are:

Article 5 - Submissions by competitors - Awards


> 5.1 Competitors must submit the following:

 

> 5.1.1 Graphic components
Two (2) horizontal panels, A3 format (or equivalent, 17" x 11") explaining the architecture of their proposal, and including:
o Panel 1/ Concept:



· (a ) A 250-word text describing the architectural concept, presenting the uses of the proposed garden shed and explaining the relationship between the shed and its surroundings;
· ( b ) An illustration, in a style chosen by the designer, to support the presentation of the concept.

  • Panel 2 / Physical aspects:


    · ( a and b ) 2 main elevations, at a scale of 1:20, line drawings
    · ( c ) 2 main elevations, at a scale of 1:20, and one plan, at a scale of 1:20, line drawings
    · ( d ) an outside view using a technique of the designer's choice (photomontage, collage, etc.), showing the garden shed in an environment of the designer's choice (urban, suburban, private or community garden, etc.).


Submissions will be anonymous. Each panel will have a 6-digit identification number, indicated in Arial 9-point font in the upper right-hand corner of the panel. No other form of identification of the competitor (team or agent) should appear on the panel.

> 5.1.2 Identification sheet

The identification sheet is available on the competition Website, www.idealhut.ca. It is to be inserted in a sealed envelope, identified with the team's number.


> 5.2 Competitors' submissions must be personally delivered, and a receipt obtained, or sent at their own cost, liability and risk, by one of the following methods:

If you wish to use this option, you must ask the competition consultant to issue you a username and password before April 29, 2000. Send your request to: jean.beaudoin@z-1.org

> 5.3 All submissions, no matter how they are delivered, must be received by 11:59 p.m. on May 1, 2002 (Montreal time). Competitors have sole responsibility for meeting this deadline.


> 5.4 The specifications outlining the maximum project dimensions will be available for consultation and downloading on the http://www.idealhut.ca Website.


> 5.5 All submissions must be in either English or French.


> 5.6 Each competitor selected by the jury will receive a prize of CDN$500.
The winners will receive their CDN$500 prize in one instalment prior to June 21, 2002. The competition organizers reserve the right not to actually build the proposal, however, in the event of circumstances beyond their control.

 

Article 6 - Judging


> 6.1 The jury will apply the following judging criteria:


- concept originality
- architectural quality
- how well the architecture fits into the context
- technical and economic feasibility

> 6.2 Any submissions that are incomplete or fail to comply with the competition rules will be rejected. The jury will consider the recommendations of the technical committee responsible for studying the technical and economic feasibility of the submissions and for ensuring that the submission criteria are met and anonymity is preserved. The jury will not be bound by the comments of the technical committee.
> 6.3 The jury will select a maximum of 10 garden shed plans, which may be built and displayed in Métis and elsewhere, indoors or outdoors, together or separately.
> 6.4 The winners will be informed by telephone and/or e-mail on May 8, 2002.
> 6.5 The results, all submissions and the jury's report will be posted on this Website.


Article 7 - Copyright - Publicity

The INTERNATIONAL GARDEN FESTIVAL will have full ownership of all submissions from the time they are received. Competitors authorize the competition organizers to make their plans public and to use them for communication and publicity purposes.
Competitors must keep in mind that their submissions will be displayed and made widely available. Accordingly, all submissions must be easily reproducible and of appropriate quality.
All submissions will be part of a permanent exhibition on the Z.one Architecture site (www.z-1.org).

Article 8 - Responsibility of winners during construction


The winners will not be responsible for co-ordinating the construction of their proposals. If the winning proposals are built, the Festival will follow the plans submitted during the competition phase and consult the designers with regard to any modifications.

Article 9 - Information for competitors


The competition was announced by all appropriate means, as decided by the organizers, and these rules may be consulted on the competition Website, at http://www.idealhut.ca

All answers will be posted on the http://www.idealhut.ca Website as soon as they are available.

Article 10 - Submissions


All submissions by e-mail or regular mail shall be considered competition submissions. No other registration is required.
No submission fees will be charged for entering this competition.

Article 11 - General provisions


> 11.1 Submission of a proposal implies acceptance on the competitor's part of these rules and willingness to accept the decisions of the jury as the sole authority for applying the competition rules.
> 11.2 The main competition organizer, as defined in Article 2, and the competitors agree to submit any disputes regarding the conduct of this competition to out-of-court arbitration. If no settlement can be reached through such arbitration, it is agreed that the courts of the Province of Quebec, District of Montreal, will have sole jurisdiction over any such dispute.
