La procédure de concours est-elle implantée légalement au Québec?

Ce concours d'idées ouvert en une phase adhère au guide des concours de l'Ordre des Architectes du Québec et a été approuvé par le Comité des Concours de l'OAQ. Ce concours se veut un outil de promotion de l'implantation de la procédure de concours pour l'attribution de commandes diverses au Québec. Is the competition procedure in application in Quebec and is this competition part of the process?

The competition has been approved by the Competition committee of the OAQ. This competition aims to be a tool of promotion of this procedure of awarding of contract in Quebec. Many projects have been realized through this procedure in Quebec, and most of the winning entries were designed by jurors in this competition, namely :

Pourquoi le programme est -il ouvert?

Le grand potentiel historique et contextuel du site comporte, selon les promoteurs, les fondations nécessaires a la proposition d’un projet de qualité. On prendra prétexte du débat actuel sur le seuil du champs de pratique de l’architecte - que l’on tente de quantifier à 300m2, pour générer des lieux programmatiques témoignant de la valeur culturelle du projet architectural de société.

Why is the program open?

The great historic and contextual potential of the site is, according to the promotor, the main founding component for the proposal of a project high quality project. The participants will generate their prommatic proposal by re-thinking the threshold of the architect’s field of practice. This debate is currently underway in Quebec to esblish a numbered threshold of projects with over 300 m2. The promoters are among those who strongly believe that the notion of theshold between architecture and society is a major issue that cannot be numbered. That’s why the participants are ask to define spaces that acknowledge the cultural value of the architectural project of a society.

Faut-il proposer une place urbaine?

Non. La forme urbaine étant l’enjeux premier de ce concours, les concurrents peuvent proposés diverses formes dont un bâtiment, une rue et une place proprement dites. La Place de l’architecture se définit au sens large soit : l’espace qu’occupe l’architecte et l’architecture dans la société.

Does the proposal have to be a « place »-plaza?

No. Urban form being the main issue in this competition, the participants can suggest the form that is best suited for the site to their view : be it a building, a streetscape or a plaza. The « Place » for architecture has to explored in the broad of its french definition : the space occupied by architecture and the architect in society.

No. Because of the great number of international regestrants, it was established that the drawings could be sent unmounted to reduce the cost of shipping.

La réflexion portera sur la consolidation de l’axe historique de Montréal, la rue Saint-Laurent divisant l’est et l’ouest de la ville, en un point où celle-ci se révèle comme un objet d’architecture: le pont sur l’autoroute Ville-Marie unifiant le Vieux au Nouveau Montréal. En ce seuil entre Temps et Espaces, il est proposé de faire un lieu , de faire la place de l’Architecture.

Les lieux d’intervention pourront comprendre :

- la " butée " sud sur Saint-Antoine , le stationnement du Palais de Justice ;

- la " butée " nord sur Viger où s’inscrit un jardin linéaire ainsi que le lot vacant sur le coin N-E ;

- le " tablier " dont l’emprise pourra s’étendre de la rue Saint-Dominique à la rue Clark, soient les rues adjacentes à la rue Saint-Laurent, incluant les bâtiments situés dans la partie Sud-Ouest du site.

The competition revolves around the consolidation of Montreal’s historic axis, St.-Lawrence Boulevard, which divides the city into its East and West sections, and the focal point where this axis manifests itself as an architectural object: the bridge over the Ville-Marie Expressway, tying Old Montreal to the contemporary metropolis. On that particular site between Time and Space is where we propose to create The Place of Architecture.

The sites that comprise the Place may include the following:

- the abutment to the South of Saint-Antoine street which is an enlarge side walk in its actual state;

- the abutment to the North of Viger street, a vacant lot on the NE corner;

- the "deck", which may extend from Saint-Dominique street to Clark street, the two adjacent streets on either side of St.-Lawrence Boulevard. The buildings on the South-West part of the site, the Court House parking lot, and a linear garden along Viger are included in the scheme.

Q. Are the building heights set by the study made by Melvin Charney and his team ?

A. This document was included in the program because, in the organizer’s point of view, it is a remarkable illustrated description of the architectural and urban evolution of the area. Participants are not bound to the conclusions made in this research.

R. Oui. C’est ce que fait le Palais de Congrès plus à l’Ouest.
